What Changes on October 1, 2026
Service messages, free since November 1, 2024, are charged per message at the market service rate. Utility messages sent in response to a user inside an open 24 hour customer service window, free since July 1, 2025, are charged at the utility rate.[1] The sending rules are unchanged, and Meta’s pricing documentation states it verbatim: “There is no change to when a service message can be sent.”
A service message is still only deliverable inside an open 24 hour customer service window, which opens and resets with each inbound user message. The change is confined to billing. Every free-form reply your system sends inside that window carries a per message cost once the monthly allowance is used, whether that reply comes from an agent, a bot, or an automated workflow.
This is the first time since November 2024 that a service message has carried a direct Meta cost. Any cost model built since then treats service traffic as free, and it now understates the monthly Meta bill by the full chargeable volume.
What a Service Message Will Cost in Your Market
The service rate has no figure of its own. Meta defines it as whatever utility and authentication cost in that market, so anything that moves those two moves service with them. Twelve markets move on October 1: rates rise in Kazakhstan, Kuwait, Morocco, Oman, Pakistan, Peru, South Africa, and Ukraine, and fall in Bangladesh, Iraq, Nepal, and Sri Lanka.[1] The table above already carries the new figures. Price service off the rate card in force today and those twelve markets come out wrong.

Because the service rate tracks utility and authentication, every October 1 move in those two categories is also a service rate move in that market. Utility and authentication rates increase in Kazakhstan, Kuwait, Morocco, Oman, Pakistan, Peru, South Africa, and Ukraine, and decrease in Bangladesh, Iraq, Nepal, and Sri Lanka, while marketing rates change on the same date in Kuwait, Mexico, Morocco, Saudi Arabia, the United Arab Emirates, Rest of Middle East, and Rest of Asia Pacific.[1]
How the 1,000 Free Service Messages Work
Each business phone number receives 1,000 free service messages per month, and Meta charges from the 1,001st service message delivered. The allowance does not roll over into the following month, and it resets monthly for each business phone number.[1] A WhatsApp Account (formerly WhatsApp Business Account, or WABA) holds one allowance for each of its registered numbers, and the business portfolio holds none of its own.
The arithmetic on a single number is straightforward. A German number that delivers 10,000 service messages in October pays for 9,000 of them. At the German service rate of $0.0550, that is $495 for the month from one phone number. A portfolio of ten numbers running comparable volume holds ten separate allowances and is charged on 90,000 messages.
The allowance was added to Meta’s main pricing page on September 1, 2026.[1] Meta’s non-template messages page, last updated August 25, 2026, predates that announcement and does not mention the allowance at all.[2] Internal documentation built from that page alone is missing the free tier.
Why September 30 Is the Date That Actually Matters
September 30, 2026 is the last day to put a payment method on file, and the consequence of missing it lands on delivery. Meta’s non-template messages page states: “For any Solution Provider or directly-integrated businesses that does not have a payment method on file by September 30, 2026, Meta will stop delivering service messages as of when they become charged on October 1, 2026.”[2] Service messages stop going out on October 1 for any account without a payment method recorded the day before. Meta directs businesses to Billing Hub payment methods to add one.
This condition is separate from the credit line that funds Meta Business Agent messages. The two run on different billing paths, and having one funded says nothing about the other. Meta’s wording names Solution Providers and directly integrated businesses together, so the September 30 condition applies to whichever of those two entities holds the payment method for your numbers. Confirm which one that is before the end of September. What Still Does Not Cost Anything
Two conditions exempt a service message from charge. Meta’s September 2026 partner communication states them as the free entry point window and the first 1,000 service messages from a business phone number.[4] The 72 hour free entry point window continues to cover service messages at no cost, and Meta’s charge table marks the service column as free inside that window.[2] Meta Business Agent messages are the exception there, charged for tokens even inside the free entry point window.
A non-template message is charged either as a service message or as a Meta Business Agent message, never both, and a non-template message carrying promotional content does not additionally attract a marketing charge.[2] For teams running an agent alongside human support on the same number, that single-charge rule is what keeps the two categories from compounding, and what happens to a BSP integration sets out how the routing between them behaves.
Fixed price contracts can include service messages from October 1, 2026, for new and existing agreements. Meta’s September 2026 partner communication describes this as extending the stability and predictability already offered for utility and authentication messages, and it directs businesses to their Meta Partner Manager.[4] There is no public documentation of this option on either pricing page.
How Service Charges Appear in Webhooks and Analytics
The Pricing Analytics API reports service messages under the pricing_category value SERVICE. In the delivery webhook, a chargeable service message returns a pricing object with billable set to true and category set to service, while a free one returns billable false with the type free_customer_service.[1]

Meta has not documented how the 1,000 free service messages surface in the webhook pricing object. Neither pricing page states a shape for the allowance as of September 8, 2026.[2] Instrument against the pricing_category value in Pricing Analytics, keep your own count of delivered service messages per phone number per month, and reconcile that count to the invoice. Do not build billing logic on an assumed webhook shape for the free tier.
What This Does to a Support Heavy Cost Model
For a phone number handling real support volume, the free monthly tier is a rounding error and the market rate is what moves the number. In the German example above, the allowance covered 10% of the month’s traffic, and the remaining 90% set the bill. Double the volume on that number and the allowance covers 5%.
The rate is the story in high rate markets. At $0.0550 in Germany or $0.0500 in the Netherlands, a support heavy number produces a visible monthly line item. At $0.0014 in India, $0.0009 in Turkey, or $0.0008 in Colombia, the same volume stays close to negligible. A multi-market support operation will see the increase concentrate in a small number of countries, and the modeling that matters is per market.
A per message markup is a percentage on top of Meta’s rate, so before October 1 a markup on service messages came to nothing: Meta’s rate was zero. From October 1 there is a rate to mark up, and it lands on what is often the largest bucket on a support number. The cost model in what a per message markup costs you puts 40,000 of a 70,000 message month in outgoing service traffic, every message of it free at Meta’s rate card until October 1.
