The flow gathers business information, creates the assets, and grants your Meta app access to them. It runs on Facebook Login for Business and the Facebook JavaScript SDK, and customers keep ownership of every asset along with full WhatsApp Manager access.

Two partner types can run the flow. Solution Partners must already have a line of credit that they share with their customers for billing. Tech Providers are the software platforms that obtain advanced access to the whatsapp_business_messaging and whatsapp_business_management permissions through Meta’s App Review, and their customers add a payment method to their own Messaging account.

Meta’s account terms are changing: older documentation and many code samples say WhatsApp Business account (WABA), the container for a business’s WhatsApp assets. Meta is splitting it into a WhatsApp account and a Messaging account, with a rollout that starts on September 23, 2026 and reaches all businesses by mid-October 2026, and existing waba_id values now denote Messaging account IDs.[3] Meta states that existing IDs, endpoints, and access tokens keep working throughout the rollout, and its Embedded Signup overview labels the change a beta that is subject to change. This guide uses the new terms from here on.

360Dialog, an Official Meta Solution Partner, offers Embedded Signup to SaaS partners through its Partner Platform. Integrated Onboarding there has four methods: Direct Link (no-code), Connect Button (a React NPM package, low-code), Custom IO (framework-agnostic), and Partner-Hosted Embedded Signup (high-code, for Meta-approved Tech Providers).[4] The 360Dialog Embedded Signup is triggered automatically throughout Integrated Onboarding, and partners can host their own flow after meeting Meta’s requirements. The business side of the decision, including build-or-buy trade-offs, monetization, and partner choice, is covered in our SaaS integration context article.

If your platform has to offer customers WhatsApp onboarding before Meta retires v2 and v3 on October 15, 2026, talk to us about which Integrated Onboarding method fits your product.

Which Embedded Signup Versions Are Still Available?

Meta lists six Embedded Signup versions: v2, v3, v4, and a public preview for each. Meta deprecates v2 and v3 together with their public previews on October 15, 2026, and announces no end date yet for v4 and the v4 public preview. A public preview is an opt-in version that you select with the version value in the extras object.

The extras object is the options property you pass to FB.login in your launch code, and its shape tells you the version. Meta prints these shapes for v2, v3, and v4:

// v2: no version field; sessionInfoVersion turns session logging on (possible value: 3)
extras: {
    setup: "<SETUP_DATA>",
    features: [ { name: "<FEATURE_NAME>" } ],
    featureType: "<FEATURE_TYPE>",
    sessionInfoVersion: "<SESSION_INFO_VERSION>"
}
// v3
extras: {
    setup: "<SETUP_DATA>",
    features: [ { name: "<FEATURE_NAME>" } ],
    featureType: "<FEATURE_TYPE>",
    version: "v3"
}
// v4: the extras object is purposely empty
extras: {}

A Facebook Login for Business configuration is a saved set of login options in your Meta app dashboard, identified by a configuration ID, that defines which products the flow includes. Meta documents that creating a new configuration and selecting products automatically sets you to v4.[5] That makes the configuration part of the version check for any integration whose launch code omits a version value. To opt into the v4 preview first, set the version value:

extras: { version: "v4-public-preview" }

Meta’s versions page gives these dates:

Version

Date Introduced

Available Until

v4 public preview

May 12, 2026

Not announced

v4

October 8, 2025

Not announced

v3 public preview

August 14, 2025

October 15, 2026

v2 public preview

August 14, 2025

October 15, 2026

v3

May 29, 2025

October 15, 2026

v2

January 2023

October 15, 2026

If you are sizing how many customer channels your platform will move to v4 before the October 15, 2026 deadline, talk to us about plans and pricing.

What Changes When You Move to v4?

v4 selects products through a Facebook Login for Business configuration and can onboard a business to several Meta messaging products in one flow. Meta’s v4 page lists Conversions API, Click to WhatsApp Ads, Click to Messenger Ads, and Click to Direct Ads as additional supported products, and states that v4 continues to support Cloud API, the Marketing Messages API for WhatsApp, WhatsApp Business app onboarding, partner-led Business Verification, and the Automatic Events API.

Cloud API is Meta’s hosted WhatsApp Business API. The Marketing Messages API for WhatsApp is Meta’s API for sending marketing messages. Click to WhatsApp Ads (CTWA) are Meta ads that open a WhatsApp conversation, and the Conversions API returns conversion events to Meta for ad measurement. Meta’s versions table lists the Marketing Messages API for WhatsApp, Click to WhatsApp Ads, and Conversions API (WhatsApp) as products selectable through the login configuration for v4 only, while v2 and v3 integrations reach the Marketing Messages API through the marketing_messages_lite feature name.

The flow itself changes in several ways:

Phone Number First: Customers enter and verify their business phone number at the start, before they create or select business assets, so eligibility and verification issues surface earlier. Meta states the rollout is in progress, so some customers still see the previous screen order.

Consolidated pages: Asset selection, business information, and permissions each sit on a single page.

Shared assets: Asset admins can share assets from other business portfolios, the Meta business accounts that hold a company’s assets.

Page linking: Phone numbers link automatically to Facebook Pages when a customer onboards to ads that click to WhatsApp through the Marketing API.

Multi-product onboarding: One flow can cover WhatsApp, Instagram, and Messenger, and single-API onboarding remains fully supported.

The v4 public preview matches v4 in functionality, and Meta names the simplified UI and the Phone Number First flow as the key differences.[6] On permissions, v4 selects every necessary permission and asset for the products you pick, and you need advanced access for each of them. Advanced access is the permission level Meta grants through App Review so that your app can use a permission with business customers’ assets. Cloud API and the Marketing Messages API for WhatsApp need whatsapp_business_management and whatsapp_business_messaging, Conversions API for CTWA needs whatsapp_business_manage_events, and CTWA needs ads_read, ads_management, pages_manage_ads, pages_read_engagement, and pages_show_list.

How Do Completion States and Session Logging Differ by Version?

Completion state and session logging are the two version-dependent behaviors that change what your backend receives. Completion state is the phone number status a business customer can finish the flow with, and session logging is the browser message event that reports each flow’s outcome. The table gives Meta’s value for every version, and the paragraphs after it cover the events themselves.

Version

Feature types

Completion state

Prefilled info

Session info logging

Products via login config

v4

whatsapp_business_app_onboarding

Verified, unverified, or no phone number

Can fill business information, no screens will be skipped

Sent back for all flows

Marketing Messages API for WhatsApp, Click to WhatsApp Ads, Conversions API (WhatsApp)

v3

whatsapp_business_app_onboarding

Verified, unverified, or no phone number

Can fill business information, no screens will be skipped

Sent back for all flows

Not supported

v3 public preview

whatsapp_business_app_onboarding

Verified, unverified, or no phone number

Can fill business information, no screens will be skipped

Sent back for all flows

Not supported

v2

only_waba_sharing, whatsapp_business_app_onboarding, marketing_messages_lite

Verified phone number

Can fill business information and skip screens

Partners must add a sessionInfoVersion to receive the callback

Not supported

v2 public preview

only_waba_sharing, whatsapp_business_app_onboarding, marketing_messages_lite

Verified phone number

Can fill business information, no screens will be skipped

Sent back for all flows

Not supported

The listener is a message event handler on the page that launches the flow. Meta’s implementation page shows it checking that event.origin ends with facebook.com and that data.type equals WA_EMBEDDED_SIGNUP.[7] On completion it receives phone_number_id, waba_id (which carries the Messaging account ID), business_id, and, where the flow produced them, ad_account_ids, page_ids, dataset_ids, catalog_ids, instagram_account_ids, and waba_ids for multi-account flows.

The event field separates outcomes. Meta lists FINISH, FINISH_ONLY_WABA, FINISH_WHATSAPP_BUSINESS_APP_ONBOARDING, FINISH_OBO_MIGRATION, FINISH_GRANT_ONLY_API_ACCESS, and ERROR on completion. An abandoned flow reports CANCEL with data.current_step, the screen the customer left. A user-reported error arrives as CANCEL with data.error_message, data.error_code, data.session_id, and data.timestamp. Closing the pop-up on the final screen counts as successful onboarding. The code returned in the response callback has a time to live of 30 seconds, so your server has to exchange it quickly; Meta documents the exchange on its Tech Provider onboarding page.

Meta’s v3 page adds that partners on v3 still have to add an event listener on the same window of Embedded Signup to process the incoming information.[8] Because v3 and v4 let customers finish without a verified number, the same page points to the session logging documentation for determining the phone number status of a finished flow.

How Does Coexistence Onboarding Work with Embedded Signup?

Coexistence lets a business keep using the WhatsApp Business app on a phone number that also runs on Cloud API. Embedded Signup supports it through a featureType value of whatsapp_business_app_onboarding, and Meta requires Embedded Signup with session logging for this flow.[9] Meta lists these prerequisites:

The customer runs WhatsApp Business app version 2.24.17 or higher.

You are already a Solution Partner or Tech Provider and know Cloud API.

Your webhook callback, the web address where WhatsApp delivers events to your server, accepts and digests webhooks.

Meta’s Coexistence page prints one launch snippet, in Step 2, “Customize Embedded Signup”:

// Launch method and callback registration
{
"config_id": "<CONFIGURATION_ID>",
"response_type": "code",
"override_default_response_type": true,
"extras": {
setup: {},
"featureType": "whatsapp_business_app_onboarding", // set to 'whatsapp_business_app_onboarding'
"sessionInfoVersion": "3"
}
}

The snippet pairs featureType with sessionInfoVersion and contains no version field. Meta publishes no separate v4-specific Coexistence syntax: The v4 page says onboarding WhatsApp Business app users continues to be supported through the feature_type parameter and links to this same step. Meta’s app-only install page presents app_only_install as a way to reach customer assets with business tokens and states “App-Only Install can’t be used to onboard WhatsApp Business app users.”[10]

Meta’s September 3, 2026 changelog explains what the Phone Number First change means here. Because the phone number is collected first, Embedded Signup now enters the Coexistence flow automatically when Coexistence is enabled and the number is already in use with the WhatsApp Business app, without the customer selecting the app option. The pages Meta publishes leave open how Coexistence is enabled in a v4 configuration.

Operationally, three Meta rules shape the integration:

Throughput: Numbers in use with both the app and Cloud API send at a fixed throughput, the sending rate, of 20 messages per second.

History sync: After onboarding, you have 24 hours to synchronize the customer’s messaging history, otherwise the customer must be offboarded.

Webhook fields: Subscribe to account_update, history, smb_app_state_sync, and smb_message_echoes. The session event for this flow sets event to FINISH_WHATSAPP_BUSINESS_APP_ONBOARDING.

During onboarding, Meta converts the client’s existing WhatsApp Business account into a backward-compatible Messaging account, and the waba_id keeps the same ID.

How Do You Migrate to v4 Before the Deadline?

Meta’s developer blog of May 14, 2026 states that “most integrations that are still on v2 or v3 after the deprecation deadline will be automatically upgraded to v4.”[11] Integrations that use the feature types only_waba_sharing, marketing_messages_lite, or coex with v2 cannot be upgraded automatically and need developer updates before October 15. After that date, Meta states, those deprecated feature types no longer function and default to the standard Embedded Signup flow.

The documentation pages carry a one-line deprecation banner, and the blog post leaves open what happens to businesses you have already onboarded, so confirm the effect on your existing customers with Meta before the date. Meta estimates up to one week of developer effort for the upgrade, including testing, and says that in many cases the upgrade takes just a few minutes of configuration plus testing time.

The migration checklist follows Meta’s v4 page and blog:

Inventory your launch code. Read the extras object and list every featureType and feature name in use. Anything that matches only_waba_sharing, marketing_messages_lite, or coex needs a developer change.

Check your domains. Add allowed domains under Facebook Login for Business, Settings, Client OAuth settings, as Meta’s implementation page directs.

Create a new configuration. Go to App Dashboard, Facebook Login for Business, Configurations, and select Embedded Signup as the login variation.

Select products. Choose the products to include; selecting more than one is optional. Selecting products automatically sets you to v4.

Replace the extras object. Copy the configuration ID into the Facebook Login SDK call. Meta’s versions page prints extras: {} for v4, and its implementation page prints extras: { setup: {} } in the launch call; both are Meta’s live text, so follow the implementation page launch call as the working reference.

Test the flow. In the Embedded Signup Builder, select the new configuration and open the flow. Meta’s blog says “You don’t need to select a version, since the configuration now drives that logic.” Click Login with Facebook to preview v4, and include the common failure modes of the pop-up in the browsers your customers use.

Measurement Partners need a separate check: Meta’s v3 page states that “Measurement product onboarding will only be supported on v2 for the time being” and adds that Measurement partners will be supported in a future version, without naming a version or date, while v2 reaches its deprecation date on October 15, 2026.

How Do You Get API Access for Your SaaS Product?

A SaaS product gets WhatsApp API access by becoming a Meta Tech Provider, or by working with a Solution Partner, and then onboarding business customers through Embedded Signup. Meta’s Tech Provider path requires a Meta app with the WhatsApp use case and a connected business portfolio, followed by these steps:[12]

Business verification: Verify your business with Meta before App Review.

App Review: Submit two videos, one showing a message sent from your app and received in WhatsApp and one showing a message template, the pre-approved format for business-initiated messages, being created, plus documentation.

Advanced access: App Review grants advanced access to whatsapp_business_messaging and whatsapp_business_management, and Meta requires both to become a Tech Provider.

Tech Providers can provide messaging independently or work with a Solution Partner to jointly offer these services, in which case the partner’s app ID is needed. The server that hosts the flow needs a valid SSL certificate, and Meta’s overview states you can onboard business customers only after your app has advanced access for each permission it requires. Meta also offers Hosted Embedded Signup, a Meta-hosted link from the App Dashboard, as an alternative to hosting the code yourself.

Meta caps how many new business customers you can onboard:

Stage

New business customers per rolling 7-day window

Default

10

After Business Verification, App Review, and Access Verification

200

Meta directs partners that need more than 200 onboardings per week to apply to Meta for partner status. Meta’s changelog of October 3, 2025 states that access verification is no longer required to become a Tech Provider, although the overview text still lists it for the higher limit.

For platforms that connect through 360Dialog, Partner-Hosted Embedded Signup lets approved Meta Tech Providers host a custom flow. It requires Tech Provider status with a live solution integrated with 360Dialog in Meta’s ACTIVE status, plus advanced access for the public_profile permission.[13] 360Dialog recommends Embedded Signup v4 there, because the Marketing Messages API can then be enabled for the client during onboarding. Phone number registration is handled entirely by 360Dialog, so Meta’s registration steps are skipped, and troubleshooting custom Embedded Signup scripts sits outside 360Dialog technical support. How numbers onboarded this way relate to Meta Business Agent is covered in our Meta Business Agent complete guide, and what to store per tenant sits outside the scope of this guide.

Once the configuration is live, each new customer follows the same pop-up, the same listener events, and the same business token exchange. Which products you offer first, and in which order your customers adopt them, becomes a product decision that the configuration now makes explicit.

Get API access to connect your first customer through the v4 configuration you built in this guide.

Frequently Asked Questions

What Is WhatsApp Embedded Signup?

WhatsApp Embedded Signup is an authentication and authorization interface that business customers use to generate the WhatsApp assets a partner needs to onboard them to the WhatsApp Business Platform. A SaaS company adds it to its own product, where a link or button launches it in a new window and grants the company’s Meta app access to the assets the flow creates.

Can I Onboard Businesses Using Embedded Signup?

Yes, a business with Solution Partner or Tech Provider status can onboard business customers through Embedded Signup, provided its Meta app has advanced access for the permissions the flow requires. Meta states that a business can onboard customers only after its app is approved for those permissions, and that the default limit is 10 new business customers in a rolling 7-day window.

When Are Embedded Signup v2 and v3 Deprecated?

Meta deprecates Embedded Signup v2 and v3, including their public preview versions, on October 15, 2026. Meta’s versions page announces no end date yet for v4 or the v4 public preview. Meta states no time of day for the deprecation.

How Do I Check Which Embedded Signup Version I Run?

The extras object in your Embedded Signup launch code shows the version. A version value of v3 identifies v3, a version value of v4-public-preview opts into that preview, and Meta prints no version field for v2, where sessionInfoVersion appears instead. A v4 flow is set by selecting products in a Facebook Login for Business configuration, so its extras object is empty or carries only setup.

What Happens to Integrations That Stay on v2 or v3 After October 15, 2026?

Meta’s developer blog of May 14, 2026 states that most integrations still on v2 or v3 after the deadline are upgraded to v4 automatically. Integrations that use the feature types only_waba_sharing, marketing_messages_lite, or coex with v2 cannot be upgraded automatically, and after October 15, 2026 those feature types no longer function and default to the standard flow.

Does Embedded Signup Support Coexistence?

Yes, Embedded Signup supports Coexistence through a featureType of whatsapp_business_app_onboarding, which lets a customer keep using the WhatsApp Business app on a number that also runs on Cloud API. Meta requires session logging for this flow and prints one launch snippet for it, which pairs the feature type with sessionInfoVersion set to 3.

How Long Does Migrating to v4 Take?

Meta estimates up to one week of developer effort to upgrade to v4, including testing. Meta adds that in many cases the upgrade takes only a few minutes of configuration plus testing time. The work centers on creating a new Facebook Login for Business configuration, selecting products, and replacing the extras object in your launch code.

<p
